Kashmir and Quiet Dialogue

Given the multiple stake holders involved in the dispute in Jammu and Kashmir supported by one or the other state there would be many perspectives that would be emerge on how the issue should be resolved. In the overall scenario separatist lobbies are divided into four broad groups, Pakistan Occupied Kashmir based groups who do not seem to have any independent stream of thought and are primarily concerned with their own survival which depends on fanning the Kashmir issue from time to time. The next is the United Jehad Council, a Pakistan sponsored group of militants which is headed by Syed Salahuddin who is a Hizb Ul Mujahideen commander and is seen to toe the line of the Pakistani establishment.

Light guns for the Indian Army

Procurement of 140 air-mobile ultra-light howitzers for around Rs 2,900 crore has not been cleared since STK is the only contender in this project. The OFB-IMI project to set up an ordnance complex of five plants at Nalanda in Bihar to manufacture propellant charges for heavy calibre artillery ammunition for Bofors howitzers and other guns has also been held up.

To win the hearts and minds of the citizens of the hill areas, the IGAR(S) and senior AR commanders successfully achieved in the form of Military Civil Activities (MCA) what the civil administration and dignitaries failed to do in 5 years period. Raised in 1835 as bi-purpose Army –trained forces by Col WL Shakespeare, the founding father of the Assam Rifles and its first DIGAR, to specifically look after the security and the general public interests of the NE India , the Assam Rifles has now 46 Battalions.

Excellent Analysis of Gen Kapoor's Statements

Indian armed forces still remain subordinate in body and soul to the political establishment, so there is no perceptible inclination to rebel against the same nor it can influence policy to the extent that it can trigger a limited confrontation with any of the two so called adversaries in the face of a crisis. The political establishment has a firm handle at least as of now on things which can lead to war.
The key frustration is delay in capacity building which leads to such fulminations particularly as one reaches the dusk of one's career with a media ever eager to hype the extraordinary.
