In police capacity building in the larger context, strategic foresight through improved intelligence generation and coordination was identified as critical exploiting new technology and technological innovations with establishment of a secure net-centric information command structure by the Prime Minister. The Home Minister highlighted the measures taken such as an empowered Multi Agency Centre (MAC), located in the Intelligence Bureau, with a 24 X 7 control room in MAC and 29 Subsidiary Multi Agency Centres (SMACs) in different States for dynamically sharing intelligence. As per the Home Minister 12 terrorist modules were neutralized in 2008 and 13 in the first half of 2009.
