Indian Embassy Attack: Another Signal

The second attack on the Indian Embassy in Kabul is considered by Indian analysts as symbolic of another indication of Pakistani apprehensions of Indian presence in Afghanistan. While there is an understanding that this has been carried out by Pakistan based terrorist groups, Indian government officials adopted a more nuanced approach by only obliquely conveying that the Pakistani Establishment could have been involved in the attack.

The interview by Indian External Affairs Minister to the Wall Street Journal wherein he remarked, there is no military solution to the conflict in Afghanistan but “there could be a political settlement,” is also relevant.

2015 – Alternative Outcomes and India’s Military Options

With Presidential Elections on 20 August, Afghanistan is at another cusp of the stability-instability dyad in its long and turbulent history. The very fact that the elections had to be postponed from 20 May is indicative of continuing instability in the country mainly affecting the South and the East. Linkages of Afghanistan with Pakistan with a mislaid Durand Line, Talibanisation of the vast Pashtun tribal lands and duplicity of Islamabad have led to growing concerns of stability in the country. On the other hand there are some positive outcomes with international commitment, resolve of leaders as Karzai, aid and assistance bringing about a slow but perceptible change. India is a major stake holder in Afghanistan. Envisaging the future outcomes in the country would therefore be of immense interest to Indian security.

Americans and NATO in Afghanistan Different Forces Different Tactics

While the International Security Assistance Forces in Afgahnisan operate under a common command, there are many subtle differences in their operational procedures which is resulting in different results on the ground situation. A recent Economist report indicated that American forces enjoyed a number of advantages in Afghanistan as compared to their European counterparts. This was attributed to a more focused approach, longer tenures of 15 months instead of 6 months and availability of funds as Commander's Emergency Response Programme (CERP) down to the lower command levels. This facilitated taking up projects for development at the grass roots thereby meeting the direct needs of the people in remote areas of the underdeveloped country.

LAW AND ORDER

Nepalese Prime Minister Girija Prasad Koirala asked Maoist supremo Prachanda to check the aggressive behaviour of his youth wing members before an eight-party meeting is convened to fix a date for the Constituent Assembly polls. In a meeting with Prachanda during the month, Koirala said that members of the Young Communist League (YCL), who have been involved in violent activities across the country, should change their aggressive behaviour and Maoists must return land and property they seized from people before the eight-party meeting was held.

Pakistan Army’s Crisis of Morale and Confidence

Over 250 Pakistani soldiers continue to be trapped by the militants in Southern Waziristan and Mohmand. These include at least seven officers. The kidnapping or surrender would have been ignominious to any other armed forces in the World. Surprisingly the Pakistan Army as well as media is quite complacent about the whole issue. While some of these troops are from the Frontier Corps, there are reports of even regular army troops involved in the capitulation. In Southern Waziristan Behtullah Mehsud faction of the Taliban is behind the kidnapping. Damanjodi is a remote corner of Southern Orissa in India. A few days back an intense battle in India’s forgotten war against Naxalism was fought there by a few ill trained, poorly equipped but brave and stout hearted policemen who rescued the lives of over 150 miners. This frontline came into the limelight when 200 Naxals struck on 9 April a week before general elections in the country targeting the largest bauxite mines in Asia.

A General Survey

That Naxal violence poses one of the gravest internal security threats before the country was evident with the numbers. In the current year (till 30th November), the number of incidents of Naxal violence have been 2016 compared to 1452 incidents in the corresponding period of 2008. 514 civilians and 304 personnel of security forces have been killed compared to 444 civilians and 217 security forces killed in the corresponding period last year.

Myanmar’s Quest For Nuclear Weapons: Reality Or Needless Suspicion

A controversy over Myanmar’s quest for possession of nuclear weapons emerged with a report by two defectors to an interviewer of the Sydney Morning Herald carried by many news agencies that the country was planning to acquire nuclear weapons. The defectors also claimed that Myanmar had supplied "yellowcake" uranium to North Korea and Iran. The defectors codenamed Moe Jo and Tin Min reportedly told Australian investigator Desmond Ball that the military junta has nuclear ambitions that far exceed its official line.

ANDHRA PRADESH

In an encounter, in Andhra Pradesh (AP), the AP police stumbled on a Naxal hide out in Kotapalli forest in Khammam district on the AP Chattisgarh border. Two Naxalite were killed on the spot. Khamman district has also seen a large number of surrenders of Naxalite with over 23 militants capitulating over the past few weeks. Andhra Pradesh has seen a number of counter terrorist successes over the years as the state police have gained an upper hand through effective employment of surveillance and patrolling as well as creation of a special force, the Greyhound. The Greyhound has specialized in tracking and apprehending terrorists particularly in the forested areas of the state.

The Bangladesh Rifles has instituted six special courts - two in Dhaka and four outside the capital - for the trial of the February 25-26 'mutiny' in the BDR headquarters in Dhaka and other BDR installations. The trial thus began in different sectors of the Bangladesh Rifles 24 November with a special court at the Rangamati sector headquarters taking cognizance of mutiny charges against five soldiers of the 12 Rifles Battalion.

Indo Pakistan Relations

Talks were held between Foreign Secretaries of India and Pakistan during the month. This has placed the CBMs between the two countries on the right course. These had been derailed after the 7 July local train serial blasts in Mumbai. The key CBM thereafter has been setting up the Joint Counter Terrorism Mechanism which had created a furor in India on its announcement by the Prime Minister. The key factor will be political sagacity in the face of opposition at home.

The Way Ahead

At present the danger of a civil war or an armed confrontation in the country are low through the situation will remain volatile and has to be observed with caution for any signs of further deterioration. The Unified CPN M having completed the third phase of their agitation has also announced a Phase 4 for launching nationwide indefinite strike –from Jan 24, next year. This may create further crisis and law and order problems in the country. This could be avoided in case a compromise is worked out over the next few weeks or so.

Defence Research Development Organization (DRDO) has undertaken joint development of missiles, Long Range Surface-to-Air Missile (LRSAM) for Indian navy and Medium Range Surface to Air Missile (MRSAM) for Indian Air Force with M/s Israel Aircraft Industries (IAI), Israel. The cost of project for LRSAM is Rs. 2606.02 crore and cost of project for MRSAM is Rs. 10075 crore. Defence Research and Development Organisation (DRDO) will be taking up indigenous development of Medium Altitude Long Endurance, Unmanned Aerial Vehicle (UAV) against confirmed Qualitative Requirements (QRs) to meet Tri-Services requirements. The UAV has been named RUSTOM-H. The project is proposed to be completed in 78 months after formal sanction.

The Jehadi Threat In Assam

The growth of the jihad threat, first confirmed by security-risks.com on its web site has been reiterated by Lt Gen R K Chhabra, General Officer Commanding of 4 Corps in a press conference in Rangiya, the HQ of the 21 Mountain Division on 22 November as reported in the Indian Express. General Chhabra confirmed that the ISI had been recruiting a number of youth in the ‘char’ areas of Assam and would create a controlling organization to strike at targets at its behest.

Nepal’s Seema Surksha Bal

A report in the Hindustan Times indicated that Nepal has agreed to Indian request of raising and deploying a Seema Surksha Bal on the Indo Nepal border. ( Hindustan Times. 8 March 2007). The report indicates that the force will be deployed in Nepal in 16 districts covering the entire 1868 km length of the Indo Nepal border. The Frontier force will enable effective checking of criminal activities along the open border which has other wise no restrictions on crossing by people of both the countries under the arrangements of the Indo Nepal Peace and Friendship Treaty of 1950.

Bangladesh Maritime Border Dispute

Operations in South Waziristan

Pakistani forces claimed to have captured most main Taliban bases in their offensive in South Waziristan and will soon fan out into the rugged countryside to hunt for militants as per Chief military spokesman Major General Athar Abbas ‘We still believe many are still here. They have gone to the countryside, the forested areas, to villages and into the caves,’ Abbas said.

The Militancy Battle: South Waziristan, Swat, Orakzai

The Pakistan Army’s operations in South Waziristan have invited much debate recently. Prime Minister, Yousaf Raza Gilani declared on 12 December that operations in South Waziristan had been successfully culminated and would be extended to Orakzai agency. This comment came up for immediate criticism from the influential national newspaper, the Daily Times which in an editorial on 14 December stated, “Prime Minister Yousaf Raza Gilani may be forgiven for what appeared to be a Freudian slip or wishful thinking when he said that the military offensive in South Waziristan was almost over”.

The People’s Republic of China celebrated the 60th Anniversary in a grand fashion as only the Chinese know how to with colour, gaiety and military precision. While detractors abroad were critical of the heavy security, absence of the people who were advised to watch the show on television and harsh conditions under which rehearsals were carried out, the show on 1 October surpassed as per China watchers even the Beijing Olympics.

Indo Nepal relations were in focus with the first visit of the Nepal Prime Minister and UPN CML leader Mr M K Nepal to New Delhi from 18 to 22 August. This was also Mr Nepal’s first visit outside the country on taking over. His predecessor, the Unified CPN M or Maoist leader Pushpa Kumar Dahal or Prachanda had visited China first though he succeeded in covering it up as for Beijing Olympics rather than an official visit.

Exercise Divine Matrix – Chinese Aggression in 2017?

A Hindustan Times Report by Rahul Singh indicated holding of a secret exercise, called ‘Divine Matrix’, by the army’s military operations directorate. The Exercise was based on a threat from China visualised before 2017. “A misadventure by China is very much within the realm of possibility with Beijing trying to position itself as the only power in the region. There will be no nuclear warfare but a short, swift war that could have menacing consequences for India,” an army officer part of the three-day war games was reported to have stated.

The Possible Road Ahead

In the larger context though the election is not just a contest for Afghanistan's powerful Presidency but one between the Taliban and the Coalition and while the Coalition has won in terms of holding the elections, will this be a victory for the people of Afghanistan remains to be seen.

Officer Shortage the Number Crunch in the Armed Forces

With approximately 2000 inductees deficient over a period of 4 years or 500 per year the number of officers deficient in the Indian Armed Forces is likely to increase over a period. The present deficiency stands from 11,000 to 12,000 with an increase in 500 in the same each year this may continue to rise and needs serious review at an appropriate level. As per the Ministry of Defence the, Government has taken various steps to encourage the youths to join the Armed Forces.

Land Forces Capability Building

A delegation of senior Israeli army officers will visit Kashmir in the month of October for real time testing of Israeli-made surveillance devices, ranging from unattended ground sensors and Hand-Held Thermal Imagers (HHTI) to Long-Range Reconnaissance and Observation Systems and the Battle Field Surveillance Radars. This would be a ground check of the ‘Surveillance Grid’ deployed by the Indian army along its frontiers with Pakistan to keep a check on the infiltration of militants from the Pakistani side of Kashmir.

Kashmir: Will, “Quiet” Talks Succeed?

Prime Minister Manmohan Singh laid the primary framework for a solution to the vexatious and long outstanding problem of Jammu and Kashmir stating that the boundaries will not be redrawn. "I have publicly stated that there can be no redrawing of borders (in Jammu and Kashmir)," the Prime Minister said. "...but our two countries [India and Pakistan] can work together to ensure that these are borders of peace, that people-to-people contacts grow in a manner in which people do not even worry whether they are located on this side of the border or that side,"

China’s, “assertiveness” continued to raise attention in India over the month. The Indian Prime Minister Dr Man Mohan Singh, interacting with the media after his US visit indicated that he had told President Obama that like other countries India welcomes the peaceful rise of China. He said, “We ourselves are engaged with China. For the last five years we have been discussing the border problem. In the meanwhile our economic relations have grown in their intensity. China is one of our major trading partners.

Coastal Security Continued Concerns

Defence Minister Shri AK Antony presided over a high-level meeting on Coastal Security during the month, underlining on an integrated approach put in place post-Mumbai terror attacks by the Indian Navy and the Coast Guard. The procurement schedules of Patrol Vessels, Interceptor Boats, Surveillance Aircraft and Radars planned to enhance coastal security was also reviewed during the meeting. 80 Fast Interceptor Crafts are being acquired for the Sagar Prahari Bal of the Indian Navy at a cost of Rs. 320 crores.

The Central government’s much heralded offensive against the Naxals has reportedly begun around Christmas without much fanfare. In a media dominant universe that is the way such actions would have to be taken for already there is extensive publicity therefore raising more contentions. With civil society actively resisting so called Green Hunt operations, the Central government was on the defensive with Mr Chidambaram completely denying the existence of such plans.

By May 2009 President Mahinda Rajapaksa managed to lead the country to eliminate the Liberation Tigers of Tamil Tigers (LTTE) founder leader Prabhakaran its entire leadership. But significantly, he failed to carry the nation as a united entity to handle post war problems of economic woes of the poor, human rights and humanitarian aberrations and ethnic distrust. So it was a dismal ending of a great year.

Assam: Renewed Hopes of Peace

Rail services were resumed through North Cachar Hills district, bringing relief to south Assam districts, Tripura and Mizoram. Trains have been suspended since May 15 2008 due to frequent attacks by the Dima Halam Daogah (Jewel). The first round o f talks with the pro-talk faction of the United Liberation Front of Asom (ULFA) were held in Assam directly under the Centre’s aegis. Three leaders of the pro-talk faction - Mrinal Hazarika, Prabal Neog and Jiten Dutta - participated in the meet. 'This is our first meeting with any central government representative with the discussion ending on a very positive note. We once again reiterated our demands and urged the official to take steps for furthering the peace process,' Hazarika told IANS.

This followed the hectic diplomacy for release of American renegade, John Yettaw who was released by the intervention of Senator Jim Webb after he was apprehended while making his way towards a detained Suu Kyi in May 2009.

That Naxal violence poses one of the gravest internal security threats before the country was evident with the numbers. In the current year (till 30th November), the number of incidents of Naxal violence have been 2016 compared to 1452 incidents in the corresponding period of 2008. 514 civilians and 304 personnel of security forces have been killed compared to 444 civilians and 217 security forces killed in the corresponding period last year. Nizamabad district of Andhra Pradesh; Deogarh, Jaipur, Kondhamal, Dhenkanal and Nayagarh districts of Orissa and Kunti and Ramgarh districts of Jharkhand have also been brought under the ambit of Security Related Expenditure Scheme thereby indicating a spread now to 41 districts from the original 33 worst affected districts.

How is the year 2010 going to be for Sri Lanka? What are the likely trends?

The year 2009 had been a remarkable year of achievement for Sri Lanka. By May 2009 President Mahinda Rajapaksa managed to lead the country to eliminate the Liberation Tigers of Tamil Tigers (LTTE) founder leader Prabhakaran its entire leadership. But significantly, he failed to carry the nation as a united entity to handle post war problems of economic woes of the poor, human rights and humanitarian aberrations and ethnic distrust. So it was a dismal ending of a great year.
