‘To Vote’ or ‘Not to Vote’

“If you will not cast your vote, you will be asked for an explanation by the state and if the explanation is out of the prepared list you may liable for punishment as per the provisions”. How does it sound; certainly not democratic. But this is going to be a practice in the state of Gujarat.
